All of the emotes we have have pretty much been Azurill themed up until this point. There are a few exceptions ( ), but I don't think that this one really warrants an exception to that standard. We already have and too, which all convey an emotion similar to the emote you're suggesting.
All emotes added to the site are discussed by staff members as well, and I think that this emote in particular is similar to the yeehaw emote that was suggested a while ago. It's a niche emote used by a few specific members on Discord, but most people probably don't understand it or use it themselves.

On a forum, it's a slippery slope allowing custom emotes like that. I rly love the consistency of the current azuri emote format and if you start allowing more random stuff, you're setting up a precedent that is hard to escape. I am not a staff member but these are my thoughts.
I'm going to say no to this as well. We want our emotes to be special and representative of Azurilland. It's a cute emote, but if we let one person have a custom emote, it will set a precedent, like Katey said.
I agree with what's been stated already by the others. This emote is unrecognized and unused by the vast majority of the Azurilland community, and there's really no need for it. I'm afraid we can't justify adding this emote.
