Go to the safari zone in Emerald and go to the southwest corner. Go in the grass with your static pokemon in the lead and run if it is not a pikachu. Even though they are rare static will make it the most common pokemon there. Catch as many pikachu as you can and then collect your light balls! (You can use compoundeyes for the higher light ball % but you will drop it down to rare.)

when i did it i did it without static, the third pikachu i caught had a light ball ^_^..i'm blessed i guess..good advice though. i was planning on using a light balled pikachu in my team for the doubled special attack, but its special attack is kind of appalling..but i didn't ev train it..ha, anyways..
Yea, I tried an experiment to find dash with a light ball. I found... Sniffs a shiny Pikachu. It was down to 1 hp, badly poisend. I threw a safari ball. 1... 2.... 3.... pops out, uses spark, then kills itself from.... POISON!! THE ONE THING THAT WE ALL HATE! THE ONE THING WEEDLE WHICH IS ALMOST USELESS CAN DO TO KILL YOUR LEVEL 100 TYPHLOSION BECAUSE THERE IS NO POKEMON CENTER NEARBY AND YOU FORGOT YOUR ONLY POKEMON WITH FLY (Past Experience)! From that day on I killed all weedle in sight.

Raichu can't learn moves unless you use TMs on it if I remember correctly, so until you have the moves you want naturally, I recommend Pikachu with a Light Ball.
